Bismarck, N.D. – At the midpoint of Bismarck’s Citizen Academy, attendees gathered at the City/County Building to hear from Engineering and Community Development staff.
The session focused on how city projects begin in the planning phase—sometimes decades in advance—and evolve through to completion.
