North Dakota – The North Dakota Department of Commerce has introduced the Relocation Opportunity for Outstanding Talent (ROOT) Grant Program to help businesses attract and retain skilled workers through relocation incentives.

Commerce Workforce Director Katie Ralston Howe stated that the program aims to address critical workforce shortages by assisting businesses in bringing in new talent while strengthening local communities.

Employers participating in the program must provide a one-to-one match in relocation incentives, including hiring bonuses, licensing fees, or moving expenses.

Funds will be disbursed after the employee has relocated and completed their first pay period.

Businesses are required to retain employees for at least one year, and if an employee leaves voluntarily before that period, the employer may need to reimburse a prorated amount.

Applications will be reviewed in the order received, with priority given to businesses facing critical vacancies, demonstrating relocation feasibility, and providing matching funds. Funding will remain available until all allocated funds are distributed.
