Bismarck, N.D. – The City of Bismarck announced an in-person Public Input Meeting scheduled for November 18 from 6 p.m. to 8 p.m. at City of Bismarck Public Works, 601 S 26th Street. The event will follow an open house format with a formal presentation at 6:30 p.m.
The meeting will focus on the proposed creation of a Street Utility to replace special assessments for street maintenance. The utility would be funded through a monthly fee on utility bills, similar to charges for water, sanitary sewer, storm sewer, and lights and traffic signals.
It would cover pavement management services, including crack sealing, chip sealing, mill and overlay, and full-depth pavement rehabilitation. The City plans to propose the Street Utility to voters during the June 2026 primary election.
Residents attending the meeting will have the opportunity to provide input on the scope and responsibilities of the Street Utility. City representatives will be available to answer questions and discuss concerns. Supporting materials for the meeting will be available on the City of Bismarck website beginning November 18.
The City will also host a public survey on the proposal through December 5. Survey information will be posted online on November 18.
