Bismarck, N.D. – According to the officials, the City of Bismarck’s Assessing Division has mailed notices to property owners whose real estate valuations for 2025 have increased by 10% or more and by at least $3,000 over the previous year’s assessed value, as required by North Dakota Century Code. Officials emphasize that these notices are not tax estimates but rather statements of the current market value of the properties.

State law mandates that all property be assessed annually based on market values. Adjustments to valuations are made each year using prior sales of comparable properties within the city.

Other factors contributing to valuation changes include newly constructed buildings, renovations, additions, the expiration of exemptions, or a combination of these elements.

Bismarck City Assessor Allison Jensen encouraged property owners with questions about their valuation notices to reach out to the Assessing Division for clarification.

“The only way we can recommend a potential valuation change at the April 1 meeting is if we have reviewed the property and spoken with the individuals who would be impacted by the valuation increase,” Jensen stated.

Property owners who wish to discuss their valuations can contact the Assessing Division at 701-355-1630 before the scheduled meeting.

If they choose to appeal their valuation, they may present their case to the City of Bismarck Board of Equalization on April 1 at 5:15 p.m. The meeting will take place at the City/County Building, 221 N 5th St., in the Tom Baker meeting room.

If an appeal is denied at the city level, property owners will have an additional opportunity to contest their valuation before the Burleigh County Board of Equalization, which is set to meet on June 2, 2025.
