Bismarck, N.D. – Governor Kelly Armstrong signed an executive order today declaring a state of emergency and granting a temporary waiver of hours of service for drivers of commercial vehicles transporting agricultural inputs, including dry fertilizer, liquid fertilizer, and anhydrous ammonia.

The action comes in response to facility maintenance delays and transportation challenges on the eastern side of the state, which have strained North Dakota’s anhydrous supply.

Farmers facing a shortened application window have experienced delays, prompting the need to transport fertilizer across the state. The waiver was requested by State Agriculture Commissioner Doug Goehring to help alleviate these issues.

The emergency order will remain in effect for 14 days. Officials emphasized that all road safety and vehicle compliance regulations remain in force during this period.
