Ohio – An Ohio man was arrested and charged with murder after prosecutors say he shot and kiIIed 23-year-old RacheI during a gathering. The defendant, 23-year-old O. Horrne, appeared in court for arraignment last Friday, where a judge set his bond at $1 million.

Police said officers were dispatched to the home in Ohio at about 10:45 p.m. last week for reports of a shooting. When first responders arrived they found the young victim with a gunshot wound. Emergency personnel attempted life-saving measures, but she was pronounced dead at the scene.

According to the Ohio authorities and the police news release, detectives secured the home, collected physical evidence and interviewed people who were at the residence that night. The Homicide Unit made an arrest the next morning and charged the defendant with murder. Ohio authorities have said the investigation remains active as they continue to gather evidence and statements.

Prosecutors told the court that the victim and the defendant were among a small group of people playing a game at the home when the defendant removed a revoIver from his pocket and proposed they “play Rusian rouIette.” Prosecutors said the defendant removed all but one round from the gun, first pointed it at his own head and then at the victim before pulling the trigger. The single round in the weapon fired and struck the victim in the chest, prosecutors said. These allegations were read in court during his arraignment.

At the arraignment, an assistant prosecutor described the events to the judge and said those are the facts investigators have collected so far. The defendant became emotional during the hearing; his defense attorney argued the shooting was not intentional and noted he had no prior criminal record and ties to the community. The judge said the use of a firearm in this way warranted a high bond and set bail at $1 million. The defendant is expected to appear before a grand jury as the case moves forward.

Investigators have said they collected the firearm and other evidence from the scene and are processing that evidence as part of their probe. Detectives also interviewed witnesses who were present. Prosecutors relied on those witness statements when describing the alleged sequence of events to the court, and police said the witness interviews helped establish a timeline of what happened inside the home. Ohio authorities did not provide the names of witnesses or further identification at this stage.

Ohio authorities said the defendant and the victim were each with their significant others at the time of the shooting. Officials have emphasized that the case remains under active investigation and that formal charges were based on the evidence investigators collected in the days after the shooting. Anyone with information about the incident was asked to contact the local police department.

Family members and others close to the victim posted messages online after her death and an obituary listed surviving relatives. Court filings and the police release are part of the public record as the prosecution prepares for the next stages of the case. As standard in homicide investigations, detectives will continue forensic testing on items recovered from the scene, review any available video or phone records, and seek additional witness interviews to complete their report for the prosecutor’s office.
